CBSE launching new website
Kochi,May 20,2012: The Central Board of Secondary Education is launching an Academic website (www.cbseacademic.in). This website will provide insight not only into the academic activities of the Board but also objectives, policy initiatives, programs, information, materials and activities which otherwise might not be easily accessible to all. Special emphasis is been given to make the portal easy to navigate through the site-links that are clearly marked and are self explanatory making navigation easy and `user –friendly', claims CBSE Chairman.
The site opens to a home page or main page that acts as a starting point from which the user can base his/her search. The home page contains direct links to most of the other sections of the web site. These direct links are in the form of table of contents, an index, a site map, a pull-down menu and also through a specifically designed and easy to identify set of buttons. There are certain sections like `Mentoring’ and `Accreditation’ that open to a sub-domain with a look of an independent website.
The Academic website will be a source for the latest as well as old publications including textbooks, support materials, CBSE Quarterly Journal CENBOSEC, Annual report and even a sub section where one can get to know the list of latest publications with their price and availability.
Moreover, it will also be a source of information about the ongoing programmes of the Board, with special focus on Training, Innovation and Research, in the form of Formative Assessment workshops, Effective Leadership Management Programmes for Principals and other such events. A regular update will be the key feature of such trainings and workshops.
Similarly there will be a Health and Wellness Tab covering information on various programmes being held by the Board under the aegis of Health and Wellness Clubs. It will also carry announcements, information and updates of endeavours like the `First International Life Skills, School Health & Wellbeing Summit-2012’ that will be held from 19-21 April, 2012 at India Islamic Cultural Centre, New Delhi. The summit will be launched by the Honourable Minister of HRM on 19th April, 2012. This unique programme will provide an eclectic platform where budding children from schools across the country will get an opportunity to interact with each other to promote creativity and awareness in health, wellbeing, friendship and peace, amongst the various cultural backdrops of the nation.
This is the first time that the Board is also involving students and peer educators to showcase their delivery of co-scholastic skills by coming together in groups of 50 schools. It will be fun for all the CBSE Schools to access the information on the click of a button and make maximum use of the opportunity.
The CBSE Results link on the website would announce the CBSE results and the students and the parents need not look for other links and sites. Similarly, the CTET (Central Teacher Eligibility Test) Tab will be a one stop destination for information on question papers of CTET for the previous year, CTET bulletin and schedule for examination, results of CTET 2012 and various advertisement notices. It also has details on structure and content and syllabus of CTET exam, important information at a glance etc.
CBSE Academic is an evolving unit that disseminates information through regular circulars. In order to make these circulars easily accessible the Compendium in two volumes has been put together which brings together all circulars of importance from 8.3.2005 to 31.12.2011. Under Circulars compilation of circulars in the year 2012 have also been uploaded along with archive section covering all the old circulars.
The site is an effort from the CBSE Academic and Training Unit and aesthetic and visual appeal, navigation, and accessibility are the major focus points that have been kept in mind while designing and developing this website.

MBBS : 1 year rural posting made mandatory  
New Delhi, May 20,2012 : Aspiring doctors will have to spend a year working in rural areas before getting their MBBS degrees, as the government has decided to make rural posting compulsory for them. In a letter to the Medical Council of India (MCI), the Health Ministry has asked its Board of Governors to make rural posting for doctors mandatory and include it in the MBBS course curriculum.

Health Minister Ghulam Nabi Azad said doctors will be attached with the Ministry's flagship National Rural Health Mission during the year-long rural posting which will also help improve health care services in villages. Once this proposal becomes part of MBBS curriculum, a medical student, after completing 4.5 years of study and thereafter the hospital internship, will have to undergo a mandatory year-long house job in the form of a rural posting before getting the MBBS degree. Till then, the degree would be provisional.

Chairman of MCI Board of Governors K K Talwar told PTI that the one-year compulsory rural posting for doctors is in the offing and modalities in this respect are being worked out. The posting would be made mandatory in a designated rural area.

"We are working on this. A mechanism is being evolved in this regard. An expert committee is looking into this and will recommend modalities in its meeting soon, after which the details worked out will be sent to the Health Ministry for its approval," Talwar said.

Sources say the government is working to do away with the compulsory three-month rural posting during the year-long MBBS internship and the same will be made part of the one-year rural house job with an NRHM facility henceforth. Talwar said this one-year mandatory rural posting will help aspiring doctors to learn from senior doctors who will act as mentors in the rural area.

The MBBS graduates, he said, will be attached with a rural hospital and a nearby medical college during this one-year period. They will also get a reasonable stipend from the NRHM for their services during this period, he said.

Justifying the proposal, Azad said it takes almost seven years or even more to become a doctor and to actually get the permission to start prescribing medicines in developed countries whereas the MBBS course duration in India is much shorter.

The Minister said due to the shorter duration of the course here than in the developed nations, many students prefer to study MBBS course in India and then carry out higher studies abroad. Talwar also said that it takes seven to eight years to obtain a medical undergraduate degree in most countries and studying in India is also cheaper than in the developed world.

"The rural posting will go in favour of students aspiring to be doctors as it will help them upgrade their skills when mentored by senior doctors. The provision will give them peripheral exposure while also granting them reasonable facilities where they can hone their skills," he said.

He said the Council will make all such recommendations to the Health Ministry soon before this proposal is implemented. Government's efforts to attract doctors for rural postings through various incentives earlier did not yield any fruit, as there were no takers for 50 per cent reservation in postgraduate courses for MBBS doctors who opted for rural stints after taking undergraduate degree.

MBBS students who did a year of rural service were to get 10 marks as additional weightage in MD examination, while those who did three years service in backward areas were to get 30 marks. The scheme did not have a single taker. "I say it with regret that our doctors have decided not to go to rural areas. Nobody has come forward to avail of the incentives offered by the Government," Azad had said in Parliament last week.

Kerala MTech: Online registration from May 15


May 12, 2012 : Department of Technical Education, Government of Kerala has published the notification for admission to Two year (4 semesters) Post Graduate Degree programmes in Engineering at various Engineering Colleges of the state. The admission process will start on 15th May 2012, with the activation of the facility for online registration of application.

Institutions and Intake : The list of Government / Aided institutions offering P.G. Course in various disciplines towards which allotment will be done along with the intake are given in Annexure A of the Prospectus available at : www.dtekerala.gov.in

The list of Self Financing institutions offering PG Courses along with the available specialisations is given in Annexure B. In respect of Self Financing institutions given in Annexure B, admission will be done to the 50% seats by institutions themselves from the rank list to be published from among the applicants who apply to the Director of Technical Education, and by inviting separate applications. 5% Seats are reserved for candidates belonging to SEBC. Only those having annual income less than Rs.4.5 lakhs will be eligible for reservation under this category. 15% Seats are reserved for SC/ST candidates. The seats reserved for each category will be distributed among the eligible communities by observing the pattern of general reservation rules of the state. 3% seats are reserved for physically handicapped candidates. 15% seats relating to Management quota in TKM College of Engineering, Kollam, MA College of Engineering,  Kothamangalam  and NSS College of Engineering, Palakkad will be filled by the Management for the courses in Annexure A.

Eligibility : 

Applicant should be an Indian National who should have studied the Graduate course in an institution approved by the AICTE / Deemed Universities and scored a minimum aggregate of 60% marks in the Engineering Degree examination. SC/ST applicants need only a pass the Engineering Degree course.  Those who have passed AMIE / AMIETE Examinations, having a valid GATE score, a minimum of 55% marks for section B in AMIE / AMIETE examination with minimum three years' Professional experience in the field of Specialization after acquiring the qualifying degree are eligible to apply for admission to institutions under University of Kerala.

Those who have appeared for the final semester examination can also apply, provided he/she has passed all the subjects up to and including the 6th semester exam. Such candidates have to submit self-attested copies of all mark lists up to 6th semester along with the application. Selection of such candidates will be subject to the production of qualifying Degree on or before September 30, 2012 and satisfying eligibility conditions as applicable.

Admission shall normally be restricted to those with valid GATE score. However, this stipulation is relaxed in the case of Sponsored candidates. In case seats remain vacant due to lack of candidates with valid GATE score, candidates from Kerala State without valid GATE score will be considered against such vacancies. If seats are still remaining vacant, even after that, those from other states will be considered for admission.
Submission of Applications :

Applications should be filled online at: 
www.dtekerala.gov.in or www.cet.ac.in. The different entries in the application are to be filled with extreme care, as this information is used for preparing the rank list. After submitting the application online, an application fee of Rs 500/- (Rs 100/- in case of SC/ST candidates) is to be remitted in a specified branch of State Bank of Travancore with chalan generated on submission of the application.

A printout of the filled up application along with copies of the following documents, must be send to the Principal, College of Engineering, Thiruvananthapuram-695016, so as to reach there latest by 4 pm on 7th June, 2012 :

(i) Engineering Degree certificate and Mark lists. 

(ii) GATE Score card (for Candidates with valid GATE Score).

(iii) Community and Income certificate issued by the village officer for candidates who claim eligibility under SEBC quota .

(iv) Community certificate issued by the Tahsildar for candidates who claim eligibility for reservation under SC/ST quota. 

(v) True copy of professional experience certificate from the Head of the organizations where the candidate is working in case of those who passed AMIE/AMIETE. 

(vi) Counterfoil of the chalan for remittance of application fee.

Selection of Candidates : 

For Government / Aided Engineering Colleges given in Annexure A, applicants will have to register their option while submitting the application. There will not be any provision to change the option. The selection of candidates will be supervised by the selection committee consisting of the Director of Technical Education (Chairman), the Senior Joint Director (ECS) and the Principal, College of Engineering, Thiruvananthapuram who will also be the co-ordinator. The Venue for admission work is College of Engineering, Thiruvananthapuram. 

Selection of candidates will be based on the GATE score. In case of tie, advantage will be given to candidates who secure highest aggregate marks up to 6th semester in their qualifying examination. If sufficient GATE qualified candidates are not available, the selection will be made from Keralite candidates based on the aggregate marks up to 6th semester in their qualifying examination. Candidates who have produced Nativity Certificate, at the time of application will only be considered for this. Allotment list will be prepared and published in the institutions, as well as in the websites,www.dtekerala.gov.in and www.cet.ac.in.

Allotment letter can be downloaded from www.dtekerala.gov.in and  www.cet.ac.in.  Selected candidates have to remit the fee on or before the last date in any of the specified branches of State Bank of Travancore, failing which, the admission will be cancelled. Sponsored candidates, if any, will be admitted as per relevant Government orders. Transfer Certificate issued from the institutions last attended must be produced at the time of admission. The selection of Candidates will be provisional and subject to verification of original documents by the Principals concerned, at the time of admission.

For institutions in Annexure B, a rank list will be prepared, which will include all the eligible applicants. Institutions will conduct admission for themselves from this rank list, ascertaining the eligibility for admission as per the norms of the concerned University.

Admission Schedule : 

* Online applications can be submitted from : 15th May to 31st May 2012 (by 5pm)

Last date for receipt of application printout along with the enclosures : 7th June 2012 (by 4pm)
* First Allotment : 22nd June 2012. Fee can be remitted between 23rd and 27th June 2012.
* Second Allotment : 4th July, 2012. Fee remittance can be made between 5th and 7th July, 2012.
* Third Allotment : 13th July, 2012. Fee remittance can be made from 14th to 18th July, 2012.
* Selected candidates will have to join the colleges either on 19th or 20th July, 2012.
* Fourth Allotment : 1st August, 2012. Fee can be remitted between 2nd and 4th August, 2012.
* Date of Joining will be 7th August, 2012. Classes will commence on 8th August 2012.

Fee :

Fee structure in respect of Government / Aided Institutions will be as follows. (i) Admission fees : Rs. 150/- (ii) Special fees : Rs. 2850/- (iii) Tuition fees : Rs. 4500/- per semester (iv) Caution Deposit : Rs. 1500/-

Refund of fee :

The fee for a course allotted to the candidate will have to be paid within the stipulated time, at a specified branch of State Bank of Travancore. The fees collected from candidates will be transferred to the College where the candidate stands admitted on closing of admissions. Refund of fee will be applicable only to students who leave the college on cancellation of admission on or before the last date prescribed. The amount of fee collected will be refunded to the candidates only after the closing of admission for the year. No interest will be paid to the candidates. 

Liquidated Damages :

Those who obtain admission and discontinue studies after the date specified as per the schedule are liable to pay Rs 30000/- plus the tuition fee and special fee for the remaining period of the course as liquidated damages. All candidates leaving the institutions after 07.08.2012 will be liable to pay liquidated damages for institutions in Annexure A.

The institutions in Annexure B will conduct the admission from the rank list, by inviting separate applications. The dates of admission for these institutions will be from 22nd June to 20th July, 2012. All students leaving these institutions after 20.07.2012 will have to pay liquidated damages. In all such cases the Transfer Certificate will be issued only after remitting the liquidated damages to the authority concerned. Candidates belonging to SC/ST/OEC are exempted from this rule. 

Spot Admission :

A spot admission will be conducted for the vacant seats if any, in the courses specified in Annexure A, on 21.08.2012 at College of Engineering, Thiruvananthapuram. Those who have not secured allotment in any of the institutions alone will be considered for spot admissions. A list of the candidates eligible to appear for spot admission will be published in the website 
www.dtekerala.gov.in on 14.08.2012. Candidates selected for admission through spot admission will have to remit the fee on 22.08.2012 itself in the bank. 

Scholarship :

Those with valid GATE Score will get a scholarship at the rate of Rs.8000/- per month vide GO (Rt) No. 67/09/H.Edn dated: 19.01.09 for the total period of 24 months subject to the conditions that :

(i) The student shall undertake 8 to 10 hours of work per week  related to  teaching and research activities as  assigned by the  institutions.
(ii) The students must secure first class or equivalent during the  first Semester examination to become eligible for continuance of  scholarship.
(iii) The student shall give an undertaking to the effect that  he/she will not  leave the course midway or appear  for any competent examination not  related to  Engineering and Technology.
(iv) The students shall not receive any emoluments, salary,  stipend etc from any other source during the course of study.

In the case of candidates with valid GATE score but do not satisfy the condition (i) above, an amount of Rs.1000/- only will be given as scholarship. SC/ST students will be eligible for stipend as per Kerala State Government rules. Any other details not specifically covered by the clause given will be decided by the Director of Technical Education and his decision will be final and also empowered to cancel any admission found to be illegal subsequent to the admission.
